Application for work/building permits for repair or replacement of existing culverts shall be made in writing upon forms furnished by the village. The application shall be accompanied by a drawing suitable for review by the village. If it is shown that no change in velocity or volume of water will occur and no change in elevation is proposed, then the provisions of section 15.28.010 of this chapter shall not apply to repair or replacement of existing culverts. In the event repair or replacement is not completed in compliance with the permit issued, the village may, but is not obligated to, proceed to complete the repair or replacement. The cost incurred by the village shall be assessed to the owner and the village shall have the right to file a lien against the owner's property for the cost thereof. (Ord. 1990-O-58 § 1)
