Notwithstanding the requirements of section 15.24.090 of this chapter, any sign that does not advertise an existing business or a product shall be taken down and removed by the owner, agent or permittee on, or within thirty (30) days after written notification from the zoning administrator. Upon failure to comply with such notice within the time specified, the zoning administrator shall cause the removal of such sign, and any expense incidental thereto shall be paid by the sign permittee or the owner of the property upon which such sign is located.
