15.04.050: RESIDENTIAL BUILDING CODE ADOPTION; AMENDMENTS:
   A.   The International Residential Code 2018 Edition, as promulgated and published by the International Code Council, Inc. (International Residential Code) is hereby adopted by reference by the Village of Beach Park as modified pursuant to this Chapter. The International Residential Code applies to all single-family detached dwellings and two- family dwellings and all buildings and structures accessory thereto and those buildings that are expressly regulated by the International Residential Code. Each and all of the regulations, provisions, penalties, conditions, and terms of said the International Residential Code are hereby referred to, adopted, and made a part hereof, as if fully set forth in this code with the additions, insertions, deletions and changes hereinafter prescribed.
   B.   International Residential Code on File: Complete printed copies of the International Residential Code, herein adopted, are available for public use and inspection at the Office of the Village Clerk.
   C.   Amendments to the International Residential Code: The International Residential Code, adopted by reference pursuant to this chapter, is amended as set forth in this section. Subsequent section numbers used in this section shall refer to the like numbered sections of the International Residential Code.
   APPENDICES
   As stated in the International Residential Code, the provisions of the appendices are not mandatory unless specifically referenced in the adopting ordinance. The following appendices of the International Residential Code are hereby adopted by reference:
      Appendix E Manufactured Housing Used as Dwellings
      Amend Section AE 101.1.1 to add the following text:
      A.   Manufactured Homes as defined by the International Residential Code will not be allowed.
      B.   Modular Construction may be approved by the building official after verification of compliance with all local codes.
   SECTION R101 - GENERAL
      R101.1   Delete Section R101.1 and replace as follows:
            Section R101.1 Title. These regulations shall be known as the Residential Code for One- and Two-Family Dwellings of The Village of Beach Park, Illinois, hereinafter referred to as this code.
   SECTION R105 - PERMITS
      R105.2   Work exempt from permit. Replace R105.2 with following:
            Building:
            1.   One-story detached accessory structures, provided that the floor area does not exceed 200 square feet (18.58 m2). 100 square feet (9.3 m2). Construction requirements, such as proper anchoring, still apply.
            2.   Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge.
            3.   Sidewalks and driveways.
            4.   Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
            5.   Prefabricated swimming pools that are less than 24 inches (610 mm) deep.
            6.   Swings and other playground equipment.
            7.   Decks not exceeding 200 square feet (15.58 m2) in area that are not more than 30 inches (762 mm) above grade at any point, are not attached to a dwelling, and do not serve the exit door required by Section R311.4.
            Mechanical:
            1.   Portable heating appliances.
            2.   Portable ventilation appliances.
            3.   Portable cooling units.
            4.   Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.
            5.   Portable evaporative coolers.
            6.   Self-contained refrigeration systems containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by motors of 1 horsepower (746 W) or less.
            7.   Portable-fuel-cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.
         R105.7 Delete Section R105.7 and replace as follows:
            Section 105.7 Posting of Permit. Permit placard is to be posted on the site of operations, visible at all times from the street until the final inspection is completed. One copy of the architectural plans approved by the Village with all requirements noted for contractors and inspectors to reference is to be on site at all times through-out construction.
   SECTION R109 - INSPECTIONS
      R109.1.5   Amend Section R109.1.5 to read as follows:
            Section R109.1.5 Other Inspections. In addition to inspections in Sections R109.1.1 through R109.1.4, the building official shall have the authority to make or require any other inspections to ascertain compliance with this code and other laws enforced by the building official. Depending on the scope of work, this includes, but is not limited to:
            1.   Site preparation (grading, temporary access, fencing, etc.).
            2.   Site utilities.
            3.   Footing forms (elevation & location).
            4.   Foundation preparation (insulation, drainage, damp-proofing, bonding of rebar, etc.).
            5.   Underground / under slab elements (plumbing, heating, radon systems, etc.).
            6.   Foundation backfill (spot survey required prior to vertical construction).
            7.   Roof system elements: trusses, sheathing, underlayment.
            8.   Insulation, draft stopping, fire stopping.
            9.   Electric service components (meter housing, conduit, etc.) prior to connection.
            10.   Exterior finishes, including siding, windows, doors, etc.
            11.   Site features, such as driveways, fences, parking areas, etc.
            12.   Fire and life safety systems.
      R109.5   Add new Section R109.5 Structural Tests and Special Inspections as follows:
            R109.6 Structural Tests and Special Inspections: The building official, in his or her sole discretion, may, in addition to those requirements for Structural Tests and Inspections set forth in Chapter 17 of the International Building Code, require certain additional structural tests and special inspections and information, including without limitation construction documents, plans, specifications, inspections and testing, for situations that are special or unique to a particular construction project including without limitation bluff and ravine projects, pools, beach projects, piers, trams, cellular towers, monopoles or similar communications equipment and facilities, and stairs on bluffs and ravines.
   SECTION R111 - SERVICE UTILITIES
      R111.4   Add new Section R111.4 Utility Connections:
            All service utility connections shall be discontinued and capped at the respective utility main in accordance with the rules and requirements of the authority having jurisdiction.
   SECTION R112 - BOARD OF APPEALS
      R112.1   Delete Section R112.1 and replace as follows:
      R112.1   Board of Appeals. See Section 15.01.210 of the Beach Park Municipal Code.
   SECTION R114 - STOP WORK ORDER
      R114.1   Delete Section R114.1-R114.2 and replace as follows:
      R114.1   Stop Work Order. See Section 15.01.120 of the Village of Beach Park Municipal Code.
   SECTION R310 - EMERGENCY ESCAPE AND RESCUE OPENINGS
      R310.2.3   At the end of the first paragraph of Section R310.2.3, add the following sentence:
            For window wells with a depth of twenty-four inches below grade, either a guard rail at grade or a cover capable of supporting 250 pounds shall be provided.
   SECTION R313 - AUTOMATIC FIRE SPRINKLER SYSTEMS
      R313.1   Townhouse Automatic Fire Sprinkler Systems. Insert Exception 2 to read as follows:
            2.   An automatic fire sprinkler system shall not be required where a two hour rated fire barrier is provided between units.
      R313.2   One- and Two-family Dwellings Automatic Fire Sprinkler Systems. Delete section.
   SECTION R314 - SMOKE ALARMS
      R314.3   Location. Add the following:
            5.   Additional smoke alarms shall be installed as required by the Illinois Smoke Detector Act.
   SECTION R315 - CARBON MONOXIDE ALARMS
      R315.2.1.2   Add new section R315.2.1.2 as follows:
      R315.2.1.2   Existing Buildings: Carbon monoxide detectors shall be required as follows and as required in any other section of this code any other adopted code and as required by laws of the State of Illinois:
               1.   In any building with sleeping facilities that relies on combustion of fossil fuel for heat, ventilation, hot water, or fireplace within the building, and for buildings with attached garages, fossil fueled appliances, propane fuels, liquid type fuels and as required by laws of the State of Illinois. There shall be a detector locator in each sleeping room and on every level of the building.
      R315.2.2   Alterations, Repairs and Additions. Replace exception 2 as follows:
               2.   Installation, alteration, or repairs of plumbing or mechanical systems other than furnaces, fireplaces, or hot water heaters.
   SECTION R402 - MATERIALS
      R402.1   Delete section R402.1 and replace with the following:
      R402.1   Wood Foundations. The use of wood foundations is not permitted. Subsequent references to wood foundations are considered null and void.
   SECTION R506 - CONCRETE FLOORS (ON GROUND)
      R506.3   Add the following new section R506.3:
            Section R506.3 Reinforcement Required. All garage floor slabs shall be a minimum of five inches with welded wire reinforcement mesh. All basement floor slabs and slabs on ground shall be a minimum of four inches with a six mil vapor barrier and welded wire mesh, reinforced fiber mesh concrete can be used in lieu of welded wire mesh.
   SECTION N1101 - GENERAL
      N1101.2   Delete Section N1101.2 and replace with the following:
         N1101.2 Compliance. Compliance shall be demonstrated by meeting the minimal requirements of the State of Illinois Energy Conservation Code or the 2018 International Energy Conservation Code with ANSI/ASHRAE/IESNA Standard 90.1-2016, whichever is most restrictive.
      Part VII   - Plumbing Administration
         Delete the text of this Part and replace with the following:
         State of Illinois Plumbing License Code and Plumbing Act.
      Part VIII   - Electrical
         Delete the text of this Part and replace with the following:
         2017 National Electrical Code - NFPA 70, or most recent electrical code as adopted by the Village of Beach Park.
      Part IX   (Chapter 44) - Referenced Standards:
         ICC Codes References:
         Delete International Plumbing Code and substitute and replace with Illinois Plumbing Code.
