A. The International Building Code, 2018 Edition, as promulgated and published by the International Code Council, Inc. (International Building Code), is adopted by reference by the Village of Beach Park as modified in Section 15.04.250 for the purpose of regulating the erection, construction, enlargement, equipment, alteration, repair, moving, removal, demolition, conversion, use, height, area and maintenance of all buildings and structures in the Village of Beach Park. Any reference to NFPA Standards shall mean the most current edition of the standard. The International Building Code shall apply to all buildings and structures within the Village, except for single-family detached dwellings and two-family dwellings and all buildings and structures accessory thereto to the extent that such dwellings are expressly regulated by the International Residential Code, as adopted by the Village and amended pursuant to this title.
B. International Building Code on File: Complete printed copies of the International Building Code are available for public use and inspection at the Office of the Village Clerk, Village Hall, Beach Park, Illinois.
C. Amendments to the International Building Code: The International Building Code, adopted by reference pursuant to this Section is amended as set forth in this Section 15.04.040C. Subsequent section numbers used in this section shall refer to the like numbered sections of the International Building Code.
APPENDICES
As stated in the International Building Code, the provisions of the appendices are not mandatory unless specifically referenced in the adopting ordinance. The following appendices of the International Building Code are hereby adopted by reference:
Appendix K Administrative Provisions
SECTION 101 - GENERAL
101.1 Delete [NAME OF JURISDICTION] and replace with The Village of Beach Park, Illinois.
101.4.3 Delete the term International Plumbing Code and replace with Illinois Plumbing License Law, 225 ILCS 320/0.01 et seq., and the regulations adopted thereunder (Illinois Plumbing Law), as adopted by the Village and amended pursuant to Chapter 15.04.290 of this title. Insert after the first sentence: Every reference to the ICC International Plumbing Code in the International Building Code shall mean and refer to the Illinois Plumbing Law/Illinois Plumbing Code. Delete the entire last sentence of the section without substitution.
101.4.6 Add the following after the last sentence in this subsection. The State of Illinois Energy Code is the State minimum code and must be complied with minimally and the 2018 International Energy Conservation Code with ANSI/ASHRAE/IESNA Standard 90.1-2016 shall be used and the most restrictive shall apply.
101.4.8 Add the following new Section 101.4.8: 2017 NFPA 70-National Electrical Code
101.4.8 Electrical. The provisions of the 2017 Edition of the National Electric Code (NFPA 70) as adopted by the Village and amended pursuant to this title (Electric Code), shall apply to the installation of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto. Every reference to the ICC Electrical Code in the International Building Code shall mean and refer to the National Electric Code.
101.4.10 Add the following new Section 101.4.10. 2018 International Fuel Gas Code
101.4.10. 2018 International Fuel Gas Code. The provision of this codes establishes the minimum requirements for fuel gas systems and gas-fire appliances using prescriptive and performance-related provisions.
SECTION 103 - DEPARTMENT OF BUILDING SAFETY
103.1 Delete and insert The Community Development Department is the department charged with enforcement and the official in charge thereof shall be known as the building official.
SECTION 105 - PERMITS
105.2 Work Exempt from Permits. Replace 105.2 with following:
Building:
1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided that the floor area is not greater than 120 square feet (11 m2). 100 square feet (9.3 m2). Construction requirements for anchoring, and zoning requirements, such as number of structures and location, still apply.
2. Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or IIIA liquids.
3. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
4. Temporary motion picture, television and theater stage sets and scenery.
5. Prefabricated swimming pools accessory to a Group R-3 occupancy that are less than 24 inches (610 mm) deep, are not greater than 5,000 gallons (18 925 L) and are installed entirely above ground.
6. Shade cloth structures constructed for nursery or agricultural purposes, not including service systems.
7. Swings and other playground equipment accessory to detached one- and two- family dwellings.
8. Nonfixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches (1753 mm) in height.
Mechanical:
1. Portable heating appliance.
2. Portable ventilation equipment.
3. Portable cooling unit.
4. Replacement of any part that does not alter its approval or make it unsafe.
5. Portable evaporative cooler.
6. Self-contained refrigeration system containing 10 pounds (4.54 kg) or less of refrigerant and actuated by motors of 1 horsepower (0.75 kW) or less.
105.7 Delete Section 105.7 and replace as follows:
105.7 Posting of Permit. Permit placard is to be posted on the site of operations, visible at all times from the street until the final inspection is completed. One copy of the architectural plans approved by the Village with all requirements noted for contractors and inspectors to reference is to be on site at all times through-out construction.
SECTION 110 - INSPECTIONS
110.3.9 Amend Section 110.3.9 to read as follows:
Section 110.3.9 Other Inspections. In addition to inspections in Sections 110.3.1 through 110.3.8, the building official shall have the authority to make or require any other inspections to ascertain compliance with this code and other laws enforced by the building official. Depending on the scope of work, this includes, but is not limited to:
1. Site preparation (grading, temporary access, fencing, etc.)
2. Site utilities.
3. Foundation preparation (insulation, drainage, damp-proofing, etc.)
4. Roof system elements: trusses, sheathing, underlayment.
5. Insulation, draft stopping, fire stopping.
6. Exterior finishes, including siding, windows, doors, etc.
7. Site features, such as driveways, fences, parking areas, etc.; and
8. Fire and life safety systems.
SECTION 115 - STOP WORK ORDER
115.1 Delete Section 115.1-115.3 and replace as follows:
Section 115.1 Stop Work Order. See Section 15.01.120 of the Village of Beach Park Municipal Code.
SECTION 905 - STANDPIPE SYSTEMS
905.3.1 Height. Change the conditions to the following:
1. Four Two or more stories are above or below grade plane.
2. The floor level of the highest story is located more than 20 feet 30 feet (9144 mm) above the lowest level of fire department vehicle access.
3. The floor level of the lowest story is located more than 20 feet 30 feet (9144 mm) below the highest level of fire department vehicle access.
SECTION 919 - EMERGENCY RESPONDER ACCESS
919 Add a new Section 919 Emergency Responder Access and insert:
919.1 Knox Box. All commercial and non-residential buildings and residential structures with automatic fire alarms and/or fire sprinkler systems require a fire department key box (Knox Box). Multiple Knox boxes may be required by the building or fire official. The Fire Department shall approve the location of all Knox Boxes.
SECTION 1030 - EMERGENCY ESCAPE AND RESCUE
1030.4.3 Add the following new Section 1030.4.3:
1030.4.3 Window Well Fall Protection. All window wells with a vertical depth greater than 24 inches shall be protected with a guard rail or cover capable of supporting 250 pounds.
SECTION 1507 - REQUIREMENTS FOR ROOF COVERINGS
1507.1.2 Add the following at the end of the Section 1507.1.2 Ice Barriers: Ice dam protection shall be provided in all valleys at least 18 inches to either side of the valley, around all projections and appurtenances and at least 2 feet up the roof from the inside of the warm wall.
SECTION 1808 - FOUNDATIONS
1808.1.1 Add the following new Section 1808.1.1:
1808.1.1 No Wood Footings, Wood Foundations and Timber Footings. The use of wood footings or foundations and timber footings shall not be allowed. All references to wood footings or foundations and timber footings in this chapter and International Building Code shall be deleted.
SECTION 2701 - GENERAL
2701.2 Add the following new Section 2701.2:
Amendments to NFPA 70. The 2017 edition of NFPA 70 (National Electrical Code) have been adopted for use by the Village pursuant to this title.
CHAPTER 29 - PLUMBING SYSTEMS
2901 Delete the text of sections 2901, 2902, and 2903 and 29 Plumbing Systems in its entirety and replace with the following:
2901.1 Scope. The provisions of the Illinois Plumbing License Law, 225 ILCS 320/0.01 et seq. and the regulations adopted thereunder in 68 Ill. Admin. Code 750.100 et seq. and 77 Ill. Admin. Code 890.110 et. Seq. (collectively Illinois Plumbing Law) shall regulate the licensing of plumbers, the registration of irrigation contractors, and the design and installation of plumbing systems, including but not limited to sanitary and storm drainage, sanitary facilities, water supplies and storm water and sewage disposal. The Village has adopted the Illinois Plumbing Law pursuant to Chapter 2901 of this title.
SECTION 3001 - GENERAL
3001.2 Delete section without replacement.
3001.3 Delete Automotive Lifts and associated standard from Table 3001.3.
3001.4 Amend Section 3001.4 to read as follows:
Accessibility. Passenger elevators required to be accessible or to serve as an accessible means of egress shall comply with Sections 1009, 1109.7, ICC A117.1, and the Illinois Accessibility Code (IAC).
SECTION 3002 - HOISTWAY ENCLOSURES
3002.4 Delete text of section 3002.4 and replace as follows:
Elevator car to accommodate ambulance stretcher. Where elevators are provided in buildings, not fewer than one elevator, shall be provided for fire department emergency access to all floors regardless of rise, unless the fire department has access to all floors through a building entrance without the use of an elevator.
When required, such elevator car shall be of such size and arrangement to accommodate a minimum 24-inch by 84-inch ambulance stretcher in the horizontal open position.
SECTION 3110 - AUTOMATIC VEHICULAR GATES
3110.4 Add new Section 3110.4.
3110.4 Vehicular gates. All automatically controlled gates across any access points to or around any property, regardless of occupancy type, shall be equipped with an operational override key switch or strobe sensor for emergency access. The strobe sensor or key switch type must be approved by the fire code official. If a key lock is going to be utilized, then a knox key box shall be installed at the gate and a key to the lock or for an override switch shall be in the box. A knox lock can be used in lieu of the knox box.
CHAPTER 32 - ENCROACHMENTS INTO THE PUBLIC RIGHT-OF-WAY
3201 Delete section and replace with the following:
Section 3201 General. There shall be no encroachments allowed into any public right of way without prior approval from the Village of Beach Park.
3202 Delete section without replacement.
