The standards set forth in this chapter and promulgated pursuant to this chapter are minimum standards; therefore, this chapter does not intend, nor imply, that compliance by any person will ensure that there will be no contamination or pollution of storm water or unauthorized discharge of pollutants to the storm water drainage system or to waters of the United States.
