No person shall be allowed to excavate, tunnel, or cut the surface of any road or street or other surfaces to construct and install new sewer lines or connect to existing sewer lines without prior thereto filing with the clerk of the village cash bond or an irrevocable letter of credit in the amount as provided in the fee schedule of the village, as amended, conditioned to indemnify the village for any loss, liability or damage that may result or occur from or because of the making, existence or constructing of any such excavation and guaranteeing the applicant faithful and prompt restoration of the excavated area and the maintenance of such area for two (2) years. Excavation shall be deemed to include digging, cutting or removing any sod, gravel, sand, earth or paving. Upon receipt of written authorization from the village engineer, the village shall release such bond or irrevocable letter of credit within thirty (30) days of the date of the village engineer authorization to do so.
