12.04.040: ROADWAY REQUIREMENTS:
   A.   Frontage On Improved Roads: No subdivision plat shall be approved unless the area to be subdivided shall have frontage on or can be provided access to the following:
      1.   An existing major arterial, collector or local road.
      2.   A private road approved by the village board.
      3.   A road shown upon a plat previously approved and recorded in the office of the county recorder.
   B.   Minimum Length Of Road Construction: The minimum length of road that is required to be constructed where a temporary cul-de- sac has been approved shall be one-half (1/2) of the minimum lot width as provided under the applicable zoning standards.
   C.   Improvement Of Existing Adjacent Roads: Whenever land adjacent to an existing road is subdivided and the existing road is not improved to a standard as high as that required for the proposed subdivision road, the subdivider may be required to improve the existing road if it is used for access to the subdivision. Any improvement of an existing road shall be subject to the approval of the public authority having jurisdiction, and if a village road is involved, shall be improved according to the requirements of this section.
      1.   The building department shall not issue a building permit for any proposed improvement unless said improvement has access to a "road" (as defined herein).
      2.   Should a building permit be denied solely because of issues related to road access or related improvements, exceptions may be permitted if approved by the village board. The board may grant an exception to the above upon positive findings that the applicant has met one or more of the following:
         a.   Applicant has developed a road program either solely or in conjunction with other property owners to improve the road to a standard found acceptable by the village based on recommendations of the village engineer;
         b.   Applicant provides the village with suitable assurance that the improvements will be developed at a future date, either certain or upon village request, provides necessary financial guarantees, provides private improvements that are either temporary or permanent based on the recommendation of the village engineer and options to purchase by the village;
         c.   Applicant accepts that the village may provide for required road improvements in conjunction with a financing mechanism such as recapture, special service area, special assessments or other means found acceptable by the village attorney and the village board;
         d.   Other means found acceptable by the village.
   D.   Improvement Of Access Road To Proposed Subdivision: Where a subdivision does not front a road, and the access road does not lie within the subdivision, not less than one road of full width shall be provided to furnish the subdivision with access to an existing road approved by the village board. Said access road shall be improved by the subdivider to at least the standard required by the village engineer.
   E.   Limitation Of Access: Where a proposed subdivision borders on or contains an existing or proposed collector road or major arterial, all requirements of the maintaining agency shall be met. In addition, access to such collector road or major arterial shall be limited by one of the following means:
      1.   All access to lots in the proposed subdivision shall be from local roads within said subdivision.
      2.   Subdividing the lots so they will back onto the collector road or major arterial and front onto a parallel local road. No access shall be provided from said collector road or major arterial, and screening may be required in a landscape buffer easement along the rear property line of such lots.
      3.   A marginal access road may be built which is separated from the collector road or major arterial by a planting or grass strip and provides access thereto at suitable points.
      4.   The number of local roads entering a collector road or major arterial shall be not more than one per quarter mile wherever possible.
   F.   Reserve Strips: A reserve strip controlling access to a road will generally not be permitted. In special cases where such a strip is requested, it may be permitted only when dedicated to and accepted by the village.
   G.   Road Names: Road names shall not be confusingly similar to or duplicate any other road in the village or adjacent townships, including other municipalities. New roads which are extensions of or in alignment with existing roads shall bear the name of the existing road.
   H.   Road Signs: Signs giving the names of roads shall be erected at all road intersections within the subdivision. Stop signs shall be erected at all locations where the subdivision road exists on to an existing local or collector road or major arterial. Signs and sign posts shall meet the minimum requirements as set forth in the traffic control manual.
   I.   Sign Restrictions: Only signs authorized by the village shall be permitted to be placed, displayed or maintained within the right of way of any major arterial, collector road or local road. (Ord. 2000-O-22 § 1)
