No person shall distribute, cast, throw or place in or upon or along any of the streets, alleys or private places, whether upon any public place or upon any private property in the village, any handbills, pamphlets, circulars, books or advertising for the purpose or with the intent of advertising or making known any business, occupation, profession, medical treatment, medicine or any thing whatsoever.
