No person, group or organization shall, without village permission, post in or on any village property, including public bus shelters, within the village any sign, poster, letter, card, placard, statement, writing or communication whatsoever; provided, however, this section shall not apply to the public agency having charge of said bus shelters, which provides information regarding ownership, operation and schedules. Any person, group or organization found guilty of violating this section shall be fined not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00) for each offense.
