8.12.090: ACTIONS PRIOR TO PUBLIC SALE:
   A.   Reclaiming Vehicle: Before a motor vehicle or other vehicle is sold at public sale or disposed of under this article, the registered owner of the vehicle, or another person legally entitled to its possession, may reclaim the vehicle by presenting to the village proof of ownership or proof of the right to possession of the vehicle. No vehicle shall be released to such owner or other person until all towing and storage charges have been paid.
   B.   Determining Existence Of Liens: Before a vehicle seven (7) years of age or newer is offered for public sale under this article, the village shall determine, by communicating with the secretary of state, whether any conditional sales contract or chattel mortgage has been registered with the secretary of state.
