8.12.010: DEFINITIONS:
As used in this article, the following words and terms shall have the meanings ascribed to them in this section:
A VEHICLE: A machine propelled by power other than human power designed to travel along the ground, water or air to transport persons, property or machinery, and shall include, without limitation, automobile, truck, trailer, motorcycle, tractor, boat, rowboat, kayak, etc., aircraft, all terrain vehicle, go-kart, sand rail, snowmobile, dune buggy, and recreational vehicle.
ABANDONED VEHICLE:
   A.   Any vehicle which is left upon any public or private property for such time and under such circumstances as to appear that the owner has voluntarily relinquished all right, interest and possession with the intention of terminating his ownership.
   B.   Any vehicle which is upon private property and which has not been moved for a period of at least seven (7) days, and is unlicensed by the state of Illinois and the appropriate municipal authority, and is readily visible from a public way.
   C.   No motor vehicle shall be considered abandoned if the owner has been granted permission by the village to store said vehicle on his own property, or if such motor vehicle is stored within a garage or building while not in use, or if the property owner can present proof that the vehicle is in operating condition and is licensed by the state of Illinois and the appropriate municipal authority, or that the application for such license has been made within the time period allowed the state and by the municipal authority.
ANTIQUE VEHICLE: A vehicle twenty five (25) years of age or older.
HIGHWAY: Any street, alley or public way in the village.
INOPERABLE MOTOR VEHICLE: Any motor vehicle which, in its present state or condition, cannot be driven on a public street or highway in full compliance with all provisions of the Illinois vehicle code 1 and ordinances of the village of Beach Park, and which has remained in such a state or condition for a period of seven (7) consecutive days, and which is readily visible from a public way. However, an "inoperable motor vehicle" shall not include:
   A.   A motor vehicle which has been rendered temporarily incapable of being driven under its own power in order to perform ordinary service or repair operations.
   B.   Any motor vehicle that is kept within a building when not in use.
   C.   A motor vehicle on the premises of a place of business engaged in the wrecking, repairing, or junking of motor vehicles. (Ord. 2004-O-04 § 4)
