5.34.107: PUBLIC PASSENGER VEHICLE BUSINESS CERTIFICATE A NONVESTED NONEXCLUSIVE PRIVILEGE:
   A.   The village has, as of the adoption of the provisions of this chapter, set no limit on the number of taxicabs or limousines which may be operated within the village. The village may from time to time determine that public convenience and necessity require a limitation on the number of taxicabs or limousines in service and certificates issued.
   B.   Nothing in this chapter shall be construed as the granting of a vested or exclusive right to any public passenger vehicle business certificate to engage in the business of operating taxicabs or limousines within the village. Every public passenger vehicle business certificate issued hereunder shall be regarded only as a privilege which is afforded the person or corporation to whom it is issued and which may be modified, suspended, revoked, canceled, invalidated or otherwise voided by the village at any time.
