5.34.100: DRIVER REQUIREMENTS:
   A.   It shall be unlawful for any person to operate a public passenger vehicle for hire in the village without first having obtained a valid public passenger vehicle business certificate.
   B.   It shall be unlawful for any person owning or controlling any public passenger vehicle to employ or permit any person to operate such vehicle for hire within the village unless the driver has a valid driver's license and any/or other license required by the Illinois secretary of state.
   C.   Applicants must meet the following qualifications:
      1.   Be no less than twenty one (21) years of age;
      2.   Must not be afflicted with any infirmity of body or mind which may render him or her unfit for safe operation of a public passenger vehicle;
      3.   Must have a valid state driver's license and chauffeur license;
      4.   Must not have been convicted of a class A misdemeanor or felony charge within the last five (5) years, or show a previous background that indicates a tendency to act in a manner that may place the public at risk;
      5.   Must not have had his/her license suspended or revoked in any state within the last three (3) years for any violation of law concerning the operation of a motor vehicle; and
      6.   Must be able to read, write and speak the English language at a level of expertise sufficient to effectively function as a public passenger vehicle operator.
   D.   When the public passenger vehicle business certificate application is filed and its processing fee paid the village will conduct a thorough application background check.
   E.   Attempting to procure a public passenger vehicle business certificate by making a false statement, submitting false information, engaging in any form of fraud or misrepresentation, or refusing to provide complete information in response to a question in an application, shall be grounds for the denial of a public passenger vehicle business certificate.
   F.   Every person employed as a public passenger vehicle driver must display their photo identification with the name of the public passenger vehicle business name, address and phone number. Such identification shall be issued by the public passenger vehicle driver's employer and/or the public passenger vehicle business. The identification shall be prominently displayed in the public passenger vehicle at all times, in plain view of the passenger.
   G.   Any public passenger vehicle found being operated by a driver who has not been issued valid photo identification from the public passenger vehicle business shall be immediately removed from service.
   H.   A person requesting to renew a public passenger vehicle business certificate shall submit an application to the village administrator prior to the date the current certificate is scheduled to expire. No public passenger vehicle business certificate shall be renewed until after the village has conducted a review of the renewal applicant's driving record and criminal background and the village administrator determines that the applicant for renewal continues to meet the requirements for operating a public passenger vehicle in the village.
