A. Insurance: Prior to the issuance of a special event permit the sponsor shall provide the village administrator with a certificate of insurance evidencing that the sponsor has current and adequate insurance applicable to the special event. All required special event insurance shall name the village as a primary, noncontributory additional insured, and shall include such coverage and limits as the village determines are reasonable and necessary for the special event. Such insurance shall not be required for residential block parties and noncommercial expressive activities protected under the first amendment of the constitution of the United States.
B. Village Services: Prior to the issuance of a special event permit the sponsor shall provide a deposit of the cost estimated by the village to cover the direct and reasonable costs that will be incurred by the village to provide additional police and public works services for the special event. However, such deposit shall not be required for residential block parties and noncommercial expressive activities protected under the first amendment of the constitution of the United States. In the event the actual amount of the additional police and/or public works services incurred for any event exceeds the amount of the deposit, the village will send the sponsor a bill for the additional amount within thirty (30) days of the conclusion of the event. Within thirty (30) days after the date of the bill, the sponsor shall pay to the village said additional costs. In the event the deposit exceeds the actual amount of the additional police and public works costs incurred, the village will return the balance within thirty one (31) days of the conclusion of the special event.
C. Cleanup: Within thirty (30) days after the conclusion of the permitted special event, the sponsor shall remit to the village the direct and reasonable costs required to provide for cleanup of the property if such service is not performed by the permittee. Additionally, the amount of the payment shall include compensation for loss or damage to village property.
D. Contract Required: Upon receipt of a special event permit, the sponsor shall enter into a contract with the village for the payment of village services and equipment as set forth in this section. (Ord. 2006-O-08 § 1)
