Special events sponsored and conducted by not for profit corporations or associations either solely or in conjunction with other such corporations or associations or with a public body or sponsored and conducted by other persons conducting noncommercial civic, religious, recreational or patriot events may be conducted upon public or private property subject to the provisions and restrictions contained herein. No special event may be conducted upon any public or private property without first obtaining a permit as provided herein. (Ord. 2006-O-08 § 1)
