5.24.010: DEFINITIONS:
Terms used in this chapter are defined as follows:
ASSEMBLY: An event designated, promoted or conducted in order to encourage the gathering of people upon public or private property at a specified location and shall include any farmers' market, flea market, ceremony, show, fireworks display, demonstration, protest, exhibition, street dance, pageant, party, circus, concert, sporting event, game or similar activity, except that residential party, parade, garage/yard sale, shall not be considered an assembly for purposes of this chapter.
GARAGE/YARD SALE: Garage/yard sale shall mean and include, but not be limited to, all sales entitled "garage sale", "lawn sale", "yard sale", "attic sale", "rummage sale", "estate sale", "moving sale" or any other similar casual sale of tangible personal property which is advertised by any means whereby the public at large is or can be made aware of said sale, and applicable regardless of whether such sale occurs from the garage, driveway, home interior, basement, yard, or other area of the premises by the owner or occupant thereof.
PARADE: A procession of any kind, which moves from place to place upon public property along a specified route and shall include any match, race, walk-a-thon, bike-a-thon, demonstration or similar activity.
PUBLIC PROPERTY: Any street, alley, sidewalk, park, parkway or mall, owned, controlled or managed by the village.
RESIDENTIAL BLOCK PARTY: Any event designed, promoted or conducted in order to encourage a gathering of residents of a block upon a local street, or the sidewalks or parkways abutting a local street, where the sponsors of such event reside in the block where such gathering takes place.
SPECIAL EVENT: Any resident block party, assembly or parade held on public or private property which is opened to the public, and/or where food and liquor sales would be permitted, and/or hours would be extended past dusk, and/or corporate sponsorship would be allowed.
SPONSOR: The person who has applied for a permit under this chapter. The sponsor shall be the person to whom the permit is issued. (Ord. 2006-O-08 § 1)
