This chapter shall be liberally construed to the end that the health, safety and welfare of the people of the village of Beach Park may thereby be protected, and, to the end that temperance in the consumption of alcoholic liquors may be encouraged and fostered by judicious and careful regulation and control of the sale and distribution of alcoholic liquors.
