No building permits shall be issued for construction or alteration of any building or structure on any parcel of land which is conveyed in violation of the provisions set forth above. No building permits will be issued for the construction of any building or structure on any lot in a subdivision which has been approved for platting, until all requirements of this title, and any development agreement entered into to carry out provisions of this title, have been fully complied with.
