In recognition of changing trends, techniques, and materials in the process of urban development, the council and the planning and zoning commission may permit planned unit developments (PUD) in compliance with title 10, chapter 3, article M of this code. Applications for any such planned unit development shall be made in writing by the subdivider at the time the preliminary plat is filed for consideration by the planning and zoning commission.
