11-4-1: GENERAL REQUIREMENTS:
   A.   The planning and zoning commission and the council, in their review of the preliminary plat, will consider:
      1.   The requirements of the community,
      2.   The best use of the land being subdivided,
      3.   The size and arrangement of the proposed lots,
      4.   Open space requirements,
      5.   Traffic flows, and
      6.   How the subdivision may aid in extension of city utilities for sewage handling and fire protection into the proposed subdivision and beyond.
   B.   The proposed subdivision shall conform to the comprehensive plan, all official maps, and the zoning ordinance.
   C.   The arrangements, character, extent, width, and location of all streets shall be considered in their relation to:
      1.   Existing and planned streets, for the reasonable circulation of traffic,
      2.   Topographic conditions,
      3.   Water supply and sewage disposal for the proposed subdivision,
      4.   The drainage plan for stormwater,
      5.   Public convenience and safety, and
      6.   Their appropriate relation to proposed use of the land to be served by such streets.
   D.   Wherever possible and necessary, the arrangement of streets in new subdivisions shall provide for the continuation of existing streets in adjoining areas.
   E.   Where adjoining unsubdivided areas may be subdivided, the arrangement of streets in a new subdivision shall make provision for the proper projection of streets into adjoining areas by carrying the new streets to the boundaries of the new subdivision at appropriate locations.
