11-2-4: CONCURRENT PRELIMINARY AND FINAL PLAT REVIEW PROCEDURE:
   A.   Concurrent Preliminary And Final Plat Review: At the discretion of the Planning and Zoning Administrator, applicants may file for concurrent review of the preliminary and final plat applications. (Ord. 2017-007, 8-1-2017)
      1.   Filing: A complete application for a preliminary plat and final plat approval must be submitted to the Planning and Zoning Administrator in a form established by said Administrator, along with a nonrefundable fee that has been established by the City Council. No application will be processed until the application is complete and the required fee has been paid.
      2.   Review And Report: The Planning and Zoning Administrator shall prepare a staff report that reviews the application in the light of the Comprehensive Plan, the standards required by the zoning ordinance for the zoning district the concerned property lies within, and all other applicable standards of this title.
      3.   Action By City: The Planning and Zoning Commission shall hold a public hearing on the preliminary plat application and, after the close of the public hearing, act to recommend approval or denial of the application for the preliminary plat. The City Council will act to approve or deny the preliminary plat and final plat. The Planning and Zoning Commission and City Council will follow the preliminary and final plat review procedures described in this title. A preliminary plat and final plat may not be approved unless it complies with the standards of this title and the zoning ordinance for the zoning district the concerned property lies within.
         a.   The final plat shall be reviewed based on the consistency with the preliminary plat.
         b.   The preliminary and final plats may be processed concurrently, but the final plat shall be deemed incomplete until Council takes action on the preliminary plat.
         c.   The sixty (60) day review period required by Minnesota Statutes section 462.358 shall not begin until City Council action is taken to approve the preliminary plat.
      4.   Notices: Notice of the public hearing before the Planning and Zoning Commission shall be the same as that for a preliminary plat per section 11-2-2 of this chapter. (Ord. 2014-02, 2-18-2014)
