3-3-8: CONDITIONS OF LICENSE:
   A.   In General: Every license is subject to the conditions in the following subsections and all other provisions of this chapter and of any other applicable ordinance, state law or regulation.
   B.   Insurance: Compliance with financial responsibility requirements of state law and of this chapter is a continuing condition of any license granted pursuant to this chapter.
   C.   Licensee's Responsibility: Every licensee is responsible for the conduct in the licensed establishment and any sale of alcoholic beverages by any employee authorized to sell such beverages in the establishment is the act of the licensee.
   D.   Inspections: Every licensee shall allow any peace officer, health officer, or properly designated officer or employee of the city to enter, inspect, and search the premises of the licensee during business hours without a warrant.
   E.   Display During Prohibited Hours:
      1.   Display Of Liquor Prohibited: No on-sale establishment shall display liquor to the public during hours when the sale of liquor is prohibited. (Ord. 10.11, 7-5-1989)
      2.   Hours And Days Of Sale: Hours and days of sale as outlined in Minnesota statutes section 340A.504 are adopted as the hours and days of sale within the city, except, however, that the closing time for all licenses shall remain at one o'clock (1:00) A.M. even though said chapter has now authorized a later closing time.       3.   Closed To Public: All on-sale establishments, bottle clubs and public drinking places shall be closed to the public not later than one-half (1/2) hour after the required time for stopping sale of either intoxicating liquor or malt liquor. No persons other than employees shall be permitted within such establishment during the closed period. (Ord. 10.11, 7-5-1989; amd. 2002 Code)
      4.   Public Entrances: All public entrances to premises shall remain open and unlocked during all times when such premises have customers therein.
      5.   Reopening: All licensees may reopen at eight o'clock (8:00) A.M. on a day even though, under law, they may not be permitted to make liquor sales or allow consumption or display if they lock or in some other manner secure all facilities or equipment for the serving of such liquor.
