A. Duties: The commission shall hold meetings of its members and hold necessary public meetings to consider matters as referred to the commission by the council, or initiated by the members of the commission and deemed necessary to carry out the purposes and duties established in this chapter. Such duties shall include:
1. The study of park and trail land and facilities needs of the city and make recommendations to the council to address those needs.
2. Prepare and recommend an overall plan for the future development of the city park and trail systems to the city council for implementation, and to maintain said plan and recommend amendments to the city council, as may become necessary or desirable.
3. Recommend annually capital park and trail projects to the council for consideration for inclusion in the city budget.
4. Recommend policies guiding the use of the city's park and trail systems.
5. Make recommendations to the planning and zoning commission and city council on park dedication policies and requirements.
6. Review private land development proposals to recommend the dedication of fees or land for park and trail purposes when the property is identified for such uses in the overall parks and trails plans and policies of the city.
7. Work with other organizations to ensure the offering of an appropriate array of recreation facilities and opportunities for all residents of the city.
8. Appoint a member to serve on the city of Baxter and independent school district 181 joint powers board recreation board and serve as a liaison for recreation programming and facility planning coordination purposes. (Ord. 2013-1, 2-5-2013)
