9-4-7: CONSTRUCTION REQUIREMENTS:
   A.   Building Permit Required: All communications towers shall require a building permit and be anchored in a stationary position. Manufacturer's specifications for the antenna and supporting structure shall be attached to the building permit application.
   B.   Structural Standards And Wind Loading:
      1.   Residential Districts: Support structures taller than thirty five feet (35') shall be mounted in concrete, and designed to withstand a wind velocity of at least seventy (70) miles per hour.
      2.   Business And Industrial Districts: Each tower shall be designed and built to withstand an eighty (80) miles per hour baseline wind speed with a minimum of one-half inch (1/2") radial ice. If industry standards increase these requirements, all new or rebuilt towers shall conform to the new standards.
      3.   All Towers:
         a.   Design: Tower designs shall be certified by a registered engineer to conform to the latest structural standards and wind loading requirements of the uniform building code and its electronics industry association.
         b.   Self-Supporting: Towers must be self-supporting without the use of wires, cables beams, or other means. No guy wires shall be used. The design should utilize an open framework or monopole configuration. Permanent platforms or structures exclusive of antennas that serve to increase off site visibility are prohibited.
         c.   Support Structures: Support structures shall be grounded following manufacturer's specifications for grounding.
         d.   Base: The base of the tower shall occupy no more than five hundred (500) square feet and the top of the tower shall be no larger than the base.
         e.   National Electrical Code Compliance: Towers and antennas shall be designed to conform with accepted electrical engineering methods and practices and to comply with the provisions of the national electrical code.
         f.   Construction: All towers shall be constructed to conform with the requirements of the occupational safety and health administration.
         g.   Metal Towers: Metal towers shall be constructed of, or treated with, corrosive resistant material. Wood poles shall be impregnated with rot resistant substances.
         h.   Extension Prohibited: No part of any antenna or tower shall at any time extend across or over any part of the right of way, public street, highway, sidewalk or property line.
   C.   Antennas Mounted On Roofs, Walls, And Existing Towers: The placement of wireless telecommunication antennas on roofs, walls, and existing towers may be approved by building permit issuance provided the antennas meet the requirements of this chapter, after submittal of: 1) a final site and building plan; and 2) a report prepared by a registered engineer indicating that existing structure or tower's suitability to accept the antenna, and the proposed method of affixing the antenna to the structure. Complete details of all fixtures and couplings, and the precise point of attachment shall be indicated. (Ord. 73, 11-18-1997)
