Whenever the building official or designee shall disapprove any application or refuse to grant a permit properly applied for or when it is claimed that the provisions of the code do not apply, or that it has been misconstrued or wrongly interpreted, the applicant may appeal the decision of the building official or designee to the city council or designee within thirty (30) days from the date of the building official or designee's decision.
