2-2-3: DUTIES:
   A.   Duties: The commission shall hold meetings of its members and hold necessary public hearings and meetings to consider matters as referred to the commission by the council, or initiated by the members of the commission and deemed necessary to carry out the purposes and duties established in this chapter. Such duties shall include:
      1.   Prepare and recommend comprehensive water system, sanitary sewer system, stormwater system and street system plans for the future development of the city to be submitted to the city council for implementation, and to maintain the plans and recommend amendments to said plans to the city council, as may become necessary or desirable.
      2.   Prepare and recommend maintenance plans for the water system, sanitary sewer system, stormwater system and street systems to be submitted to the city council for implementation, and to maintain the plans and recommend amendments to said plans to the city council, as may become necessary or desirable.
      3.   Prepare and recommend utility and transportation system maintenance policies to the council as needed.
      4.   Recommend annually capital utility system and street system improvement projects to the council for consideration for inclusion in the city budget.
      5.   Recommend annually major utility system and street system maintenance projects to the council for consideration for inclusion in the city budget.
      6.   Prepare and recommend utility and transportation service policies to the council as needed.
      7.   Prepare and recommend utility and transportation service and maintenance agreements with other entities.
      8.   Prepare all plans and reports for council approval as required by regulatory and funding agencies.
      9.   Review private land development proposals for conformance with utility and transportation plans, policies, and standards and make recommendations to the planning commission and council.
      10.   Monitor utility and transportation construction projects, review project reports, change orders and payment requests and make appropriate recommendations to the council. (Ord. 2013-1, 2-5-2013)
