Utility permits are required for all parts of a public utility or essential service distribution system, but are not required for hookups between the distribution system and the service user or subscriber. The city shall appoint a public works director, who (with the advice and assistance of the city's consulting engineer) shall review plans, issue or deny permits, and perform other duties as outlined in this chapter.
