Proceedings for adoption, amendment, or repeal of an official map or any part thereof may be initiated by:
A. A recommendation of the planning and zoning commission; or
B. Action by the city council on its own initiative, recommendation of an advisory commission, request of an outside governmental body, or petition of the owners of two (2) or more parcels of affected property. (Ord. 65, 11-7-1995; amd. 2002 Code)
