It is unlawful for any person in charge or control of any property within the corporate limits of the city, whether as owner, tenant, occupant, lessee, or otherwise, to allow or in any manner permit any junk vehicle to remain on such property for a period longer than ninety six (96) hours, unless housed within a lawfully erected building or unless the junk vehicle is on the premises of a bona fide business enterprise operated in a lawful place and manner and such junk vehicle is necessary to the operation of such business enterprise.
