1-6-1: CITY ADMINISTRATOR:
   A.   Position Created: The city hereby creates the position of city administrator.
   B.   Chief Administrative Officer: The city administrator shall be the chief administrative officer and shall be responsible to the city council.
   C.   Appointment: The city administrator shall be appointed by the city council based on training, experience and qualifications.
   D.   Term: The city administrator shall serve for an indefinite period and the city council may set employment terms. (Ord. 47.1, 7-6-1993; amd. 2002 Code)
   E.   Powers And Duties:
      1.   Delegated By Council: The city council shall delegate to the city administrator whatever powers and duties they deem necessary or proper for the efficient administration of city affairs pursuant to state law. Such duties shall be formally adopted in the official job description. The assistant city administrator, however, shall serve as city clerk for the city of Baxter. The city council may at any time rescind or amend authority delegated to the city administrator. (Ord. 47.2, 9-4-2001)
      2.   Power Of Council To Rescind Or Amend: The city council may at any time rescind or amend authority delegated to the city administrator.
   F.   City Clerk:
      1.   Positions Combined: The position of city clerk and city administrator are hereby combined into the position of city administrator-clerk.
      2.   Duties: The duties assigned by statute to the clerk shall be performed by the administrator-clerk.
      3.   Delegation Of Duties: The city administrator-clerk may delegate any duties he/she may deem appropriate and allowable by statute to a deputy clerk pursuant to Minnesota statutes section 412.151. (Ord. 49, 1-2-1990)
   G.   Clerk-Treasurer:
      1.   Purpose: This subsection is adopted for the purpose of combining the offices of city clerk and city treasurer pursuant to Minnesota statutes section 412.591 and to delegate financial duties to provide for efficient and orderly administration of city business.
      2.   Appointment; Delegation; Audit:
         a.   Appointment: The city administrator shall be appointed city clerk-treasurer.
         b.   City Finance Officer: Pursuant to state law, bookkeeping duties of the city clerk-treasurer shall be delegated to the city finance officer. The city finance officer shall also serve as city deputy treasurer.
         c.   Annual Audit: An annual audit of the city's financial affairs shall be provided pursuant to state law and in accordance with the standards of the state auditor.
      3.   Office Of City Treasurer Terminated: The office of city treasurer is terminated effective September 30, 1994. (Ord. 58, 9-6-1994)
