It is the purpose of the city council to regulate the time, place and manner of mobile and seasonal vending when the use impacts upon the health, sanitary, fire, police, transportation and utility services exceed those regularly provided to that property. This chapter is enacted in order to promote the health, safety and welfare of all residents and visitors of the city by ensuring that mobile and seasonal vending does not create disturbances, become nuisances, menace or threaten life, health or property, disrupt traffic or threaten or damage private or public property.
