§ 51.23 APPROVAL AND ISSUANCE.
   The City Council may make such investigation of the fitness of any applicant as it deems appropriate. The City Council may deny a license to any applicant when it finds that the applicant lacks sufficient training, experience, equipment, or employees to provide the services proposed in a safe, sanitary, and efficient manner, or if it finds that no need exists for the service proposed. If the City Council approves issuance of a license, the Clerk/Treasurer shall issue the license upon the applicant filing any required bond or policy of insurance and upon the applicant meeting any other conditions of the license.
