§ 51.07 USE OF MUNICIPAL OR LICENSED COLLECTION REQUIRED.
   Except when removing one’s own refuse, no owner or occupant of property within the city shall cause or allow any refuse to be collected, removed, or hauled from the property unless it is done by a licensed refuse collector or by a municipal refuse collection service if there is a municipal refuse collection service.
