§ 51.03 ACCUMULATIONS PROHIBITED.
   (A)   No person shall keep any lumber or other building supplies upon any property owned by, occupied by, or in the control of that person unless the lumber or other building supplies are stored inside a building suitable for storage of the lumber and other building supplies, or unless they are otherwise suitably screened from public view.
   (B)   This prohibition shall not apply to any person temporarily storing lumber and other building supplies outside upon any property during the time reasonably and actually incident to any construction project upon the property, nor shall it apply to any retail or wholesale dealer in lumber or other building supplies duly storing in a neat and orderly fashion the lumber and other building supplies at the dealer’s place of business, when established and operated in compliance with the zoning and other land use regulations of the city.
   (C)   In any event, no person shall cause or allow any unsanitary or unsightly accumulation of lumber or other building supplies, of any unused appliances, of any junk, or of any other refuse upon any property owned by, occupied by, or in the control of that person.
