§ 51.02 IMPROPER DEPOSIT OF REFUSE.
   No person shall deposit or cause to be deposited any refuse:
   (A)   In any stream or body of water;
   (B)   Upon any street, alley, or other public property, except that refuse from picnics in a park, from pedestrians using a sidewalk, and from similar uses may be deposited in proper containers provided for that purpose;
   (C)   Upon the property of another, except with permission, and then only when in compliance with all requirements of law, of regulation, and of this code; and
   (D)   Upon property owned by, occupied by, or otherwise in control of the person doing so, except when properly stored until the refuse is collected or otherwise disposed of properly.
