The City Council may, by resolution, require that water and sewer lines be installed from the main to the property line of any property to be served before any permanent street surfacing is completed. The Clerk/Treasurer shall give each owner notice to do so within a specified time of the mailing or delivery of the notice. If the owner fails to install the line, the City Council may cause the line to be installed. If not paid or payment arrangements made within 30 days after billing for payment, any costs may be collected as provided in § 50.042.
