The cost of connections to the city water and sanitary sewer systems or repairs to an existing connection, including the cost of any necessary excavations, connections, taps, installation of pipe, appurtenances, and street repairs, shall be borne by the owner or other applicant for service. The owner shall indemnify and hold harmless the city from any loss or damage to the public water and sewer systems that may directly or indirectly be occasioned by the installation of the building water and sewer systems.
