When property abuts upon any public street, alley, or other place along which water and sewer mains have been constructed, the owner of any dwelling or commercial or industrial establishment on the property shall install suitable toilet facilities therein and connect them with the city water line and with the sanitary sewer system in accordance with the provisions of this code. This shall not, however, prevent the use on the premises of distilled or specially bottled water meeting all requirements of law and of all applicable health regulations.
