The City Council shall establish by ordinance rates and charges for city water, sewer, and other municipal utility services, permits and other related matters. Without limitation upon the City Council’s authority, this shall include the authority to establish rates and charges for:
(A) City water, sewer, and other municipal utility services, and the availability of them;
(B) Deposits upon meters and as security for payment of amounts owed;
(C) Connection and reconnection charges;
(D) Late payment charges;
(E) Meter testing;
(F) Water and sewer construction permits;
(G) If provided by the city, thawing and other city services provided; and
(H) Use of the city dewatering apparatus and of any other equipment.
