All provisions of this code respecting municipal utility service, including amendments which may from time to time be enacted, and also including any regulations which may be adopted, shall be a part of the terms of service for every service customer and for every owner, lessee, occupant, and person in charge of the premises serviced. Every customer served and every owner, lessee, occupant, and person in charge of the premises served shall be considered to express consent to and be bound by all such requirements.
