§ 32.055 ESTABLISHMENT; DUTIES.
   (A)   There shall be a Water and Sewer Department of the city. The Department shall consist of such employees of the city as the City Council may determine.
   (B)   Subject to direction by the City Council, the Water and Sewer Department shall have control and supervision over the water and sanitary sewer systems of the city.
