(A) There shall be a Public Works Department of the city. The Department shall consist of such employees of the city as the City Council may determine.
(B) Subject to direction by the City Council, the Public Works Department shall have control and supervision over the drainage within the city, city streets, alleys, parks, and public accesses, the city airport grounds and its lighting system, city buildings, and all other property owned, leased, or maintained by the city.
