(A) The City Council may condition the issuance of a special event permit by imposing reasonable conditions concerning the time, place, and manner of the special event, and such conditions are necessary to protect the safety of persons and property, and the control of traffic; provided that such conditions shall not unreasonably restrict the right of free speech.
(B) Such conditions may include, but are not limited to:
(1) Alteration of the date(s), time(s), route, or location of the special event proposed;
(2) Requirements for the use of city personnel and equipment;
(3) Requirements for the provision of first aid or sanitary facilities at the special event;
(4) Requirements for the use of garbage containers and the clean-up and restoration of any public property;
(5) Restrictions on the use of amplified sound and compliance with noise ordinances, regulations, and laws;
(6) Requirements to provide notice of the special event to surrounding property owners;
(7) Restrictions on the sale or consumption of food and alcohol, including licensing;
(8) Provision of temporary parking facilities, including vehicular access and egress;
(9) Control of nuisance factors, such as, but not limited to, the prevention of glare or direct illumination of adjacent properties, noise, vibrations, smoke, dust, dirt, odors, gases, and heat;
(10) Regulation of temporary buildings, structures, and facilities, including placement, height, and size, location of equipment, and open spaces, including buffer areas and other yards;
(11) Provision of security and safety measures;
(12) Use of an alternative location or date for the proposed special event;
(13) Modification or elimination of certain proposed activities;
(14) Regulation of operating hours and days, including limitation of the duration of the special event to a shorter time period than that requested or specified in this section; or
(15) Submission of a performance guarantee to ensure that any temporary facilities or structures used for the proposed special event will be removed from the site within a reasonable time following the event and that the property will be restored to its former condition.
