§ 31.19 CONDUCT OF MEETINGS.
   (A)   Presiding officer. The Mayor shall preside at all meetings of the City Council. In the absence of the Mayor, the acting Mayor shall preside. In the absence of both, any other City Council member may call the meeting to order and shall preside until the City Council members present at the meeting choose another member to act temporarily as presiding officer.
   (B)   Procedure. The presiding officer shall preserve order, enforce the rules of procedure of the City Council, and determine without debate, subject to the final decision of the City Council on appeal, all questions of procedure and order. Except as otherwise provided by law or by rule of the City Council, the proceedings of the City Council shall be conducted in accordance with the latest revision of Robert’s Rules of Order.
   (C)   Rights of presiding officer. The presiding officer may make motions, second motions, and speak on any question, except that, when speaking on any question on demand of any City Council member, the presiding officer shall vacate the chair and designate a City Council member to preside temporarily.
   (D)   Minutes. Minutes of each City Council meeting shall be kept by the Clerk/Treasurer. In the absence of the Clerk/Treasurer, the presiding officer shall appoint an acting secretary. Ordinances, resolutions, claims, and other matters need not be recorded in full in the minutes if they appear in other permanent records of the Clerk/Treasurer and can be accurately identified from the description given in the minutes. The minutes of each meeting shall be reduced to typewritten or other printed form and signed by the Clerk/Treasurer. At the next regular City Council meeting, approval of the minutes shall be considered by the City Council.
   (E)   Order of business. City Council business shall be conducted in such order as the City Council may establish or as the presiding officer may deem most expedient in the absence of direction from the City Council. The presiding officer may vary the order of business at any meeting, except that all public hearings shall be held at the time specified in the notice of hearing.
   (F)   Quorum. A majority of all members of City Council shall constitute a quorum for the transaction of any business, although a smaller number may adjourn the meeting from time to time.
   (G)   Voting. The votes of the City Council members on any question may be taken in any manner which signifies the intention of the individual members, and the votes of the members on any business shall be recorded in the minutes.
   (H)   Vote required. Every ordinance shall be enacted by a majority vote of all the members of the City Council, except where a larger number is required by law. Except as otherwise provided by law, majority vote of a quorum shall prevail in all other cases.
