Whenever the city installs any water service lines for the benefit of any property, or makes any necessary repairs to any water service line, and the cost of doing so is not paid by the owner, by the customer, by the occupant, or by the lessee within 30 days after billing for payment, any costs may be collected as provided in § 50.042.
