No more than one house or other building shall be supplied from one service connection. The City Council, or the Public Works Coordinator when authorized to do so by the City Council, may waive this requirement upon finding that a separate service connection is impractical. Whenever two or more houses or other buildings are supplied from one pipe connecting with a service main, each house, other building, or part thereof separately supplied shall have a separate stopbox and a separate meter.
