(A) The owner or occupant of property abutting of any sidewalks within property bounds shall keep all sidewalks free from any obstructions including, but not limited to, structures, vehicles, materials, debris, vegetation, or other items.
(B) The owner or occupant shall also keep clear the area which is located directly over the sidewalk, up to a height of eight feet, in a manner which will allow reasonable travel without interference from obstructions.
(C) (1) Snow is considered an obstruction.
(2) It shall be the duty of the owner or occupant of property abutting any sidewalks within the city to remove snow and ice on such sidewalk within six hours after daylight and after snow has ceased to fall.
(3) In addition to the penalty for violation of this subchapter, if the owner or occupant fails to remove such snow or ice, the cost of removal shall be charged against the property and shall be collected as a lien in the same manner as taxes.
