(A) All sidewalks made new or replaced shall be subject to all standards and requirements set forth in the Americans with Disabilities Act (ADA) and the adoption and acceptance of the Town Council.
(B) Sidewalks shall be at least five feet in width, or if not possible, will match existing sidewalk width.
(C) Existing historic district sidewalks that are three feet wide shall be replaced to a minimum four feet if immediate area walks are four feet wide and deemed in relatively good shape. Other than this, five feet width standards apply.
(D) Wider sidewalks, to a maximum of eight feet, may be required along commercial areas due to a higher volume of pedestrian traffic.
(E) Asphalt and slick-surfaced sidewalks are prohibited.
(F) New and replacement sidewalks shall run from property line to property line.
(1) Sectional sidewalk repair or replacement will be allowed on a case-by-case basis with approval from the Town Supervisor.
(2) Matching funds may be allowed when:
(a) Damaged section is a safety hazard;
(b) Repair improves overall condition and appearance; and
(c) With concurrence of the Town Supervisor.
(G) Sidewalks shall run in straight lines parallel to curbs and road beds.
(1) Exceptions to this may be granted if trees or other naturally occurring elements conflict with the sidewalk, or there is interference from infrastructure elements.
(2) Deviations require approval of Town Council or Town Supervisor.
(H) All sidewalks shall include:
(1) ADA ramps allowing access from street to sidewalk, either within the corner or curb area immediately adjacent thereto. Existing curbs and gutters may require removal to provide a smooth transition from street to sidewalk;
(2) ADA ramps will be the responsibility of the town and will have up to ten feet of transition zone; and
(3) Landscape strips, where practicable, of at least two feet width between the sidewalk and the edge of the street or curb.
(I) All repaired or new sidewalks shall have:
(1) Minimum compacted sub-base of three to four inches;
(2) Four-inch slab thickness;
(3) Troweled edges;
(4) Troweled stress joints equal to width of walkway;
(5) Broomed or textured finish (not smooth); and
(6) Minimum five-bag mix containing fiberglass or wire, and properly supported.
(J) Where driveways are to be built across the sidewalk space, they shall conform to the sidewalk grade and shall be six inches in depth of the same quality and material as specified for walks.
(K) All alley crossings shall be constructed of concrete six inches thick, of the same finish and material as specified for walks and will be concave or straight as may be ordered by the Street Department.
(L) Exceptions to this subchapter shall be made as allowed by federal law and county code, and approved by the Town Council.
