This chapter shall be construed to be a responsibility and liability of a civil nature on the part of the responsible person. It shall not be construed to conflict, contravene, enlarge or reduce any criminal liability or responsibility, including fines and/or costs which may be imposed by a judge under the Michigan Vehicle Code on a driver for operating a motor vehicle in violation of M.C.L.A. 257.625.
