§ 114.05  LICENSE REVOCATION OR SUSPENSION.
   (A)   Whenever any licensee for a period of 30 days fails to make a reasonable and consistent effort to operate such taxicab, the Council may order the Fiscal Officer to revoke the license, provided this does not apply to licenses which already have been suspended in accordance with this chapter.
   (B)   The holder of a suspended license, or the assignee thereof, may at any time apply for the right to resume such license provided such applicant agrees to comply with all provisions of this chapter.
   (C)   No new license shall be issued to a licensee while there are outstanding suspended licenses.
